Hong Kong’s justice minister has said that a worker at the British consulate who says he was tortured in Chinese custody should report the allegations.
Simon Cheng was arrested on a trip to the Chinese mainland in August.
He says that he was beaten, deprived of sleep, forced into stress positions and shackled.
